Europe must build its own artificial intelligence capacity, the president of the European Central Bank warned, arguing that reliance on foreign AI infrastructure could leave the continent vulnerable to external pressure. Christine Lagarde said Europe needs AI systems that are sufficiently capable to perform most tasks and that can run from domestic facilities to blunt the negotiating leverage of major technology partners.
Lagarde framed the issue as a question of economic sovereignty and resilience, urging investment in models and in physical hosting. She said that if Europe develops AI models that are “good enough” to handle the bulk of use cases and keeps them on home soil, “the threat of being cut off loses its force.” The call links technological capacity with the ability to preserve autonomy in trade and policy discussions.
The argument touches several policy and industry fronts. Building or expanding data centres at scale would require coordinated capital spending, regulatory clarity and substantial energy resources, while developing competitive AI models implies sustained investment in research, talent and compute.
