Key debate: effectiveness of EU sanctions on Russia

MEPs to demand a solid EU budget for 2024
Around 13.00, plenary will debate the draft EU budget for 2024 with Commissioner Hahn and Spanish deputy minister for the EU budget on behalf of the Council Presidency. MEPs demand a properly equipped budget so the EU can deal with the impact of the war in Ukraine and continue supporting SMEs, youth, and research. Parliament will adopt its position in a vote on Tuesday. Talks with the Council will begin in November, with the aim of having next year’s budget approved and signed by 31 December.

Commission Work Programme for 2024
MEPs will assess the Commission’s work plans for 2024, a year that will be marked by the European elections taking place on 6-9 June, in a debate with Commission Vice-President Šefčovič starting at 15.00.

Formal sitting with Armenian Prime Minister Nikol Pashinyan
At 11.30, Prime Minister of Armenia Nikol Pashinyan will address MEPs. Azerbaijan’s military attack on and recapture of the breakaway enclave of Nagorno-Karabakh in September is expected to take centre stage in Mr Pashinyan’s speech. Before talking to plenary, Mr Pashinyan will hold a bilateral meeting with EP President Metsola followed by a press point at 11.20.

Award of the Daphne Caruana Galizia Prize for Journalism
At 18.00, EP President Roberta Metsola will open the award ceremony for this year’s Daphne Caruana Galizia Prize for Journalism, rewarding outstanding journalism that fosters or defends the core principles and values of the EU. Before the ceremony, at 15.00, Parliament’s press service is organising a seminar on “Safeguarding Media Freedom: the role of the European Union”.

In brief
European measures against the rise of organised crime. Starting around 16.00, MEPs will quiz Commissioner Schinas about the EU’s strategy to prevent and fight against the rise in organised crime across the continent and particularly in some member states.
Concerns about use of spyware. In a debate with Commissioner Jourová and Spanish deputy minister for EU Affairs Navarro at around 18.00, plenary will discuss the need for EU action in response to the proliferation of spyware, such as Pegasus and Predator.
International Day for the Eradication of Poverty. Starting around 10.45, MEPs are expected to ask Commissioner Schmit to take more decisive action to end poverty in Europe.
Votes
Between 12.00 and 13.00, plenary will vote, among other issues, on:
- the new Ukraine Facility;
- the establishment of a Strategic Technologies for Europe Platform (‘STEP’)
- new EU fisheries control rules;
- the implications of Chinese fishing operations for EU fisheries and the way forward;
- 2021 discharge of the European Council and Council, and
- the appointment of a member of the Executive Board of the European Central Bank.
